The Presidents of Armenia, Azerbaijan, and Russia signed a declaration on the resolution of the Nagorno Karabakh conflict

In accordance with the previously reached agreement, on November 2, a meeting between the President of Armenia, Serzh Sargsyan and the President of Azerbaijan, Ilham Aliev took place at the Mayendorf Reception House in Moscow. The main issue on the agenda of the meeting was a peaceful resolution of the NK conflict. This was the second meeting of Serzh Sargsyan and Ilham Aliev during this year. The first meeting took place on June 6 at the unofficial summit of the CIS Heads of State, in Saint Petersburg.

After the private meeting of the Presidents, the negotiations were continued with the participation of the President of the Russian Federation, Dmitri Medvedev.

As a result of the negotiations, Serzh Sargsyan, Ilham Aliev, and Dmitri Medvedev signed the Declaration. Present at the ceremony of signing were the Co-Chairs of the OSCE Minsk Group Yuri Merzlyakov, Matthew Bryza, Bernard Fassier, and the Special Representative of the OSCE Chairman-in-Office, Andrzej Kasprzyk.

In the evening of November 2, President Serzh Sargsyan met with the Co-Chairs of the OSCE Minsk Group.

Joint Declaration of the Republic of Armenia, the Republic of Azerbaijan and the Russian Federation

The Presidents of the Republic of Armenia, the Republic of Azerbaijan and the Russian Federation, who met on November 2, 2008 in Moscow, by the invitation of the President of the Russian Federation,

Having held substantive discussions in a constructive spirit on the current state and prospects for the political settlement of the Nagorno Karabakh conflict through continued direct dialogue between Armenia and Azerbaijan mediated by Russia, the USA and France as Co-Chairs of the OSCE Minsk Group,

1. Declare that they will work toward improving the situation in the
South Caucasus and establishing stability and security in the region through the political settlement of the Nagorno-Karabakh conflict, based on the principles of international law and the decisions and documents adopted within this framework, which will create favorable conditions for economic growth and multi-faceted cooperation in the region.

2. Affirming the importance of the continued mediation efforts of the Co-Chairs of the OSCE Minsk Group, taking into account the outcome of the meeting of the parties in Madrid, on November 29, 2007, and the subsequent discussions toward further development of the main principles for political settlement.

3.Agree that the peace settlement should be accompanied by legally binding guarantees for every aspect and stage of the settlement process.

4.Note that the Presidents of Armenia and Azerbaijan agreed to continue to work, including during the subsequent meetings at the highest level, at reaching a political settlement to the conflict, as well as instructing their respective Foreign Ministers to take active steps in the negotiation process working together with the Co-Chairmen of the OSCE Minsk Group.

5.Consider it important to encourage favorable conditions for carrying out confidence-building measures in the context of settlement efforts.
