President Vahagn Khachaturyan’s address on Constitution Day

Dear citizens of the Republic of Armenia,

Dear compatriots,

I warmly congratulate all of us on Constitution Day.

This day is yet another opportunity to recognize the value of our nation’s Fundamental Law, which for the past three decades has served as the cornerstone of Armenia’s statehood, legal system, and public life.

The Constitution enshrines not only the principles governing the organization of state authority, but also defines the fundamental values and objectives around which our public life and coexistence are shaped.

It reflects the identity of our state, guarantees human rights and fundamental freedoms, and establishes the responsibility of each of us toward the state and society.

Over the years, our country has traversed a difficult and responsible path, overcoming numerous political, security, and societal challenges. Throughout this journey, it has become increasingly evident that the vitality of the Constitution depends not only on its letter, but also on the public and institutional commitment to its spirit.

The Constitution acquires its full force where it is regarded as the inviolable framework of our common life. In this regard, the responsibility of state institutions is paramount and exceptional. Any government is legitimate and fulfills its purpose only insofar as it unconditionally adheres to the essence and principles of the Constitution.

At the same time, the Constitution cannot remain detached from the realities of its time or become a rigid document. It must possess the inherent capacity to respond to the evolution of social relations, the need to improve public administration, and the changing realities within our country and around the world.

Such development never implies abandoning the Constitution’s fundamental principles or the founding values of our state.

On the contrary, it enables us to preserve the Constitution’s core values while harmonizing them with the demands of the times and the natural evolution of public life.

The rule of law, democracy, the inviolability of human dignity, and the balance and mutual checks among the branches of government remain the enduring pillars upon which our statehood is built. It is the continued strengthening of these values that ensures the stability of the state, fosters public trust, and creates the foundation for future development.

It is our shared mission to ensure that the Constitution serves not only as a legal document but also as a genuine guide for public life, reflecting the maturity of our society, the progress of our state’s development, and our collective vision for the future.

Once again, I congratulate all of us on Constitution Day and wish peace, solidarity, unwavering respect for the rule of law, and continued progress for the prosperity of the Republic of Armenia and the benefit of generations to come.
