Joint Armenian-Russian Statement on the outcome of the state visit of the President of the Russian Federation Dmitry Medvedev to the Republic of Armenia
Upon the invitation of the President of Armenia Serzh Sargsyan, on August 19-20 the President of the Russian Federation Dmitry Medvedev conducted a state visit to Armenia.
At the negotiations, the parties thoroughly discussed the state of the Armenian-Russian strategic partnership and the prospects of its development, based on mutual assistance in the issues allied with the fundamental interests of the two states.
The parties exchanged views on the most significant regional and international problems. The results of the joint activities, aimed at the enhancement of the Armenian-Russia understanding, trust and mutually beneficial cooperation, which stem from the interests of both countries, were assessed by the two Presidents as positive.
The fact that the visit was conducted in the year, which commemorates the 65th anniversary of the common victory in the Great Patriotic War, provides it with a special meaning.
The visit demonstrated determination of the sides to continue bilateral constructive foreign policy cooperation, join efforts in the framework of CIS and CSTO, as well as in the international organizations and forums, including the UN and OSCE for the benefit of strengthening global peace, stability and security. Stressed was the contribution of the Russian Federation to the activities of CIS and CSTO during that country’s presidency in the mentioned organizations.
The President of Armenia Serzh Sargsyan expressed his support to the President of the Russian Federation Dmirty Medvedev in the latter’s initiative to draft and prepare for signing an agreement on European security, based on the principles of united, equal and inalienable security for all countries of the Euroatlantic region.
The Presidents of the Republic of Armenia and the Russian Federation reiterated their commitment to the speedy resolution of the Nagorno Karabakh conflict exclusively through peaceful means, based on fair approach acceptable for all sides and welcomed constructive work of the Co-Chairs of the OSCE Minsk Group toward that end.
The parties stressed once again the importance of preserving the indivisibility of the principles of non-use of force, territorial integrity, equality of the people and their right for self-determination, which are reflected, in particular, in the Joint Statement of the delegations of the OSCE Minsk Group Co-Chairs (Alma Ata, July 17, 2010).
Commended was the input of the President of the Russian Federation Dmitry Medvedev in search of political and diplomatic avenues for the resolution of the problem.
During the negotiations the parties underscored the special role of the intergovernmental commission on economic cooperation, which is called upon to give a new impetus to the Armenian-Russian economic investment cooperation and development of direct ties between the regions of the two countries. Special attention was paid to the necessity of expanding cooperation in the areas of energy, transportations, communications, mining and processing, banking sector, and development of innovative technologies.
The Republic of Armenia and the Russian Federation noted that political-military as well as military-technical cooperation are viewed as important components of the Armenian-Russian state partnership and reiterated their readiness to continue to keep them in the focus of their attention.
The Presidents of the two states expressed satisfaction with the progress registered in cooperation in the humanitarian area and stated their intention to support and strengthen the spiritual and cultural rapprochement of the two peoples.
In the framework of the visit signed were intergovernmental agreements pertinent to nuclear energy, readmission, and reciprocal establishment of Trade Representations. In addition, the sides signed the state Protocol on Amendments to the Agreement on the Russian military base on the territory of Armenia, as well as the Memorandum on the establishment in Armenia of the centers for servicing and repair of military equipment. The two sides also agreed to conclude as soon as possible preliminary works for the signing of the Agreement on the establishment of Diplomatic Representations of the two countries.

The Presidents of the Republic of Armenia and Russian Federation are confident that the current level of cooperation between the two Allies opens new prospects for deepening relations in all areas, which serves interests of both countries and advances prosperity of their peoples, as well as for the establishment of a durable peace, stability and security in the Caucasus and the entire world.
