President Vahagn Khachaturyan’s working visit to the Eastern Republic of Uruguay
During his working visit to Uruguay, President Vahagn Khachaturyan attended the inauguration and official power transfer solemn ceremonies of Uruguay’s newly elected President, Yamandú Orsi.
The solemn event was attended by leaders from around fifteen countries, as well as numerous delegations from all the continents.

Within the framework of the official inauguration ceremony of President of Uruguay, Yamandú Orsi, President of the Republic Vahagn Khachaturyan visited the Presidential residence of Uruguay.
The President greeted his counterpart and, on behalf of the Republic of Armenia and himself, extended congratulations and best wishes on the occasion of assuming high office.

Within the framework of the official inauguration ceremony of President of Uruguay, Yamandú Orsi, President of the Republic Vahagn Khachaturyan held discussions with presidents of several countries and high-ranking representatives.
In particular, the President had conversations with President of Germany Frank-Walter Steinmeier, King Felipe VI of Spain, President of Panama José Raúl Mulino, President of the Dominican Republic Luis Rodolfo Abinader, as well as other state representatives attending the event.
During the discussions, the heads of state and high-ranking officials exchanged views on regional and global developments, international trends, existing challenges, and ways to prevent them.

During his working visit to Uruguay, President Vahagn Khachaturyan visited “Armenia” Square in Montevideo, where he paid tribute to the victims of the Genocide and laid flowers at the khachqar dedicated to their memory.

President of the Republic Vahagn Khachaturyan met with the President of Uruguay, Yamandú Orsi, in Montevideo.
Welcoming the newly elected president, the President of Armenia expressed his gratitude for the invitation. In response, the President of Uruguay thanked Vahagn Khachaturyan for attending the inauguration ceremony, emphasizing that the visit would serve as a new impetus for strengthening the friendship between the two countries.
During the meeting, the presidents highlighted that Armenia and Uruguay have always maintained friendly relations, which have great potential for expansion in various directions.
Vahagn Khachaturyan particularly noted that the inauguration ceremony is a strong manifestation of democracy and the establishment of democratic institutions.
The discussion also underscored the importance of opening embassies to further strengthen bilateral cooperation. A reference was made to the promotion of collaboration in areas of mutual interest, including the economy, high technology, and other fields.
At the end of the meeting, the President of Armenia invited Yamandú Orsi to visit Armenia at a convenient time.

Within the framework of his visit to Uruguay, President of the Republic of Armenia, Vahagn Khachaturyan, met with the President of Uruguay’s House of Representatives, Sebastián Valdomir.
The meeting was attended by MP Pedro Jisdonian, former Speaker of the House of Representatives Ana Olivera—who had visited Armenia in 2024 in that capacity—and Senator Liliam Kechichian.
During the meeting, the sides discussed ways and opportunities to promote parliamentary diplomacy between the two countries. They particularly emphasized the role of the Armenian community in Uruguay in fostering further cooperation.
The President of Uruguay’s House of Representatives, Sebastián Valdomir, expressed his gratitude to Vahagn Khachaturyan for attending the inauguration of Uruguay’s President, noting that this participation would serve as a new impetus for strengthening future collaboration.
In his speech, President Vahagn Khachaturyan thanked Uruguay’s House of Representatives for its longstanding support and the decisions it has made over the years.
During the conversation, both sides underscored the importance of protecting democratic values and developing democratic institutions, highlighting the need to further strengthen parliamentary cooperation in this context.

Within the framework of his visit to Uruguay, President Vahagn Khachaturyan visited Uruguay’s Technological Laboratory and toured the Plan Ceibal (Centro de Inclusión Tecnológica) Digital Technology based Educational Innovation Center, where he familiarized himself with the ongoing projects. Through cooperation with this center, a TUMO centre is set to open in Uruguay in 2026.
Plan Ceibal (Centro de Inclusión Tecnológica) is a digital technology-based educational innovation center in Uruguay, founded in 2007. It is a major social project aimed at integrating digital technologies into education.
This was Uruguay’s first government-implemented program designed to promote digital inclusion and ensure access to education for all students in the country. As part of the program, computers and tablets are distributed to students and teachers in public schools.Ceibal has gained recognition as a successful model for integrating technology into education and has been studied by other countries seeking to implement similar initiatives.
It was the first nationwide program in Latin America to implement the One Laptop per Child initiative and continues to evolve, incorporating new technologies and educational methodologies.

During his working visit to Uruguay, President Vahagn Khachaturyan visited St. Nerses Shnorhali Church in Montevideo.
The Primate of the Armenian Diocese of Uruguay, Archbishop Hagop Kelendjian, expressed his gratitude to the President for the visit and emphasized the importance of such visits in strengthening Armenia-Diaspora relations.
The President of the Republic interacted with members of the community and inquired about their community life and activities.
