Police Chief reports back activities implemented in 2017 and actions planned for 2018
During a working meeting with the President of the Republic of Armenia, Chief of Police Vladimir Gasparyan reported back the results of operative-service activities in 2017, programs implemented, law-enforcement activities, actions planned for 2018, as well as the implementation of presidential instructions.
The Police Chief also reported on the operative situation and trends of criminality in the Republic, the rate of crime detection, ongoing investigative work and the steps taken to ensure the rule of law in the system of police. The results of a number of programs implemented and co-implemented by the police were presented to the President of Armenia. Vladimir Gasparyan also reported back the results of the 2015-2017 police reform program. With reference to lawmaking activities, Vladimir Gasparyan noted that 7 Police-drafted laws and 51 government decisions were adopted in the period under review.
The President of the Republic was briefed on the work done as a follow-up to RA President’s instructions issued at the October 23, 2017 Extended Police Board meeting. In particular, he advised that collaboration between criminal prosecution authorities in the field of intelligence has been enhanced. An effective oversight mechanism for control of intelligence cases has been developed in cooperation with the Office of Prosecutor General and the Investigative Committee, which was enforced by the order of the Chief of Police.
In compliance with another assignment issued by the President of the Republic of Armenia, the Police have been focusing on the prevention and disclosure of grave and especially grave crimes, committed in public places.
Vladimir Gasparyan reported that more attention is being paid to ensuring the safety of tourists arriving in Armenia, in particular, with quick reference numbers and short clarifications of police functions published in foreign language signboards. The Police Chief also reported on the efforts implemented on the basis of the road police reform concept, adopted on November 2, 2016. Accordingly, different systems were developed and introduced for proper notification of citizens on administrative offenses inflicted by the Road Police of Armenia, including the notices given to the drivers of vehicles with foreign registration numbers at border checkpoints.
In addition, the requirement of 25 or 50 percent fines on overdue administrative offenses has been called off. Measures have been taken to restrict or eliminate traffic jams, as well as to ensure the safety of pedestrians.
Police Chief Vladimir Gasparyan’s report comprised the actions and programs scheduled for 2018, related to the optimized organizational and legal status of the Police, the adoption of a new law On Police and a number of other issues.
