Chairman of State Committee of Real Estate Cadastre reports reform progress

During a working meeting held with the President of the Republic of Armenia, Chairman of State Committee of Real Estate Cadastre Martin Sargsyan briefed the President on the reform underway in the given sphere and the expected outcomes, the recent achievements and the future plans, as well as on the possibilities of solving the existing problems.

In particular, the Committee Chairman provided information on the already implemented structural reforms, activities aimed at improving the quality of citizen services, information on expenditures and the amounts collected, as well as on the stabilization trends in the real estate market. In this context, Martin Sargsyan also reported on the ongoing and future steps to build a complete and accurate database of real estate, increase in the availability of online services and enhance the quality of services. Mr. Sargsyan highlighted the need for introducing modern electronic programs for development purposes, which will also help strengthen ties with other spheres and take joint action.

The Chairman of State Committee of Real Estate Cadastre briefed the President on the efforts aimed at creating a mapping basis for the geo-information systems of Yerevan, Gyumri and Vanadzor that are nearing completion, as well as on the creation of the Committee’s geo-portal in the form of a digital online working platform containing geographic spatial data and furnished with the appropriate analytical and search tools. The platform incorporates Armenia’s State governance bodies, as well as the operators of linear infrastructures.

Martin Sargsyan noted that in order to organize the work more efficiently, a consolidated geo-information system shall be set up as part of the system of real estate cadastre in the coming years, which will include the bases relevant to all cities (including topographical maps, administrative borders, real estate, water supply, relief, linear infrastructures etc.).

Martin Sargsyan next presented the process of establishing a geo-information system for the coastal areas of Lake Sevan, which is being carried out by the Committee in line with the President’s previous assignments. The system includes the formation of a digital model of land and relief at the altitude of 1900-1905 meters.

Considering that the material used to that end dates as far back as 2010, Martin Sargsyan advised that work is underway with Sevan National Park to include the changes that occurred in 2010-2017. The Committee Chairman assured that the planned activities will help make accurate predictions regarding such coastal issues as may arise due to the rise in the water level of Lake Sevan.

Based on the report, the Government was tasked to set up an interdepartmental working group consisting of the agencies concerned to clarify the mapping work throughout the country and simultaneously carry out a comprehensive monitoring of landed estate in Armenia, based on which it shall submit timetable and funding-related recommendations for the Government’s consideration.

At the same time, the Minister of Territorial Administration and Development has been instructed to cooperate with the Chairman of State Committee of Real Estate Cadastre in order to complete the database of subjects of law available in the consolidated electronic database of cadastre.

With a view to broadening the scope and improving the quality of services, the Chairman of State Committee of Real Estate Cadastre was assigned to discuss jointly with the Minister of Foreign Affairs the possibilities for providing all necessary facilities for the exercise of cadastral functions in Armenia’s consular offices and submit to the Government proposals on relevant legal regulations.
The Chairman of State Committee of Real Estate Cadastre was also told to undertake specific measures to improve the laws governing the market price assessment activities, increase the level of responsibility and accountability of those organizations engaged in valuation activities.
