Minister of Justice reports progress in judiciary reform
During the working meeting with the President of the Republic of Armenia, Minister of Justice David Haroutunyan reported on the process of drafting those legal acts and constitutional laws that stem from the latest constitutional amendments, as well as on the deadlines for submitting them to the National Assembly of the Republic of Armenia.
Highlighting the importance of ensuring high quality in the process of drafting the proposed legal acts, the President emphasized that the drafts should be submitted to the Government or the National Assembly at reasonable notice so that it could be possible to properly organize their final adoption.
David Haroutunyan informed the President of Armenia about the pace of anticorruption actions and the main activities in the field of public administration reform. At this stage, President Sargsyan deemed it necessary to pay particular attention to the introduction of such mechanisms as might envisage the application of the already adopted laws.
The Minister of Justice next presented the electronic management systems used in the field of electronic justice and the work on their modernization. Stressing the need to introduce new e-governance systems in a bid to simplify and enhance transparency in public administration, President Serzh Sargsyan instructed the Minister to step up the efforts in that direction.
Addressing the problems faced in the penitentiary, probation and other systems under his ministry’s jurisdiction, Davit Haroutunyan dwelt on the activities aimed at raising efficiency in these areas.
Concerned about the need to further improve the electoral code, President Sargsyan told the Minister of Justice to analyze the recommendations provided in the final report of the OSCE/ODIHR election observation mission and develop a relevant legislative package aimed at introducing functional mechanisms against the misuse of the administrative resource.
