Serzh Sargsyan visited the Arabkir Service Center of the RA Cadastre State Committee and the Traffic Police division
President Serzh Sargsyan visited today the Arabkir Service Center of the RA Cadastre State Committee. The President of Armenia familiarized with the works conducted at the Cadastre structure in 2011, including conducted reforms and programs for 2012. It was noted that the reforms are intended to increase transparency, simplify administration, restrict as much as possible direct contacts between the officials and customers and consequently reduce the corruption risks in the system.
The President of Armenia was also informed that considerable work has already been done toward that end and as a result, starting January 1, 2012 new structural units will become operational in the Cadastre system – service halls which will accept applications submitted by the customers and provide them with necessary documents (certificates, records, etc). The requirement stipulating that an application to be submitted to the regional office of the Cadastre where the property is registered will also be lifted. Individuals with an electronic signature will have the opportunity to submit applications to the Cadastre offices electronically, through the official website. As a result of the accomplished works, the customers will also be provided with an incoming registration number (key) for their documents which will enable them to follow on the official website the processing of their application within the Cadastre system.
Listing (measurement) of the real estate will be totally privatized, i.e. measurement of the property for its subsequent state registration will be conducted by the private sector exclusively, by the specialists with the corresponding qualifications; a mandatory requirement that all documents pertinent to real estate must be certified at the notary’s office will also be abolished. Instead, all transactions will be conducted at the Cadastre system with the verification of the signatures.
President Sargsyan visited today also the Traffic Police division of the RA Police. Here too, the President of Armenia was introduced the reformation process at the structure and programs of development. It was noted that the center for the registration of violations has already been furnished and opened for work at the administrative building of the Traffic Police. In the passing year, 15 speed cameras and 40 monitoring cameras have been installed at 10 intersections of Yerevan. The company, which implements the program, has also provided the RA Police with the video cameras for monitoring crowded places.
It was noted that in the next six years, the system will be expanding and as a result 185 speed cameras will be installed in Yerevan and on interstate highways and 90 intersections will have video cameras.
By the terms of the contract, the Security Dream Company, which won the tender, in 2011-2017, will invest 9,849,562 Euros into the system development.
After familiarizing with the works aimed at the installation of the system for monitoring traffic activities, President Serzh Sargsyan underscored that now there is an actual base and opportunities to conduct fundamental reformation in the work of the state Police. For starters, the President stressed the importance of equipping the streets with the necessary devises as soon as possible which will considerably reduce the number of traffic violations.
