The extraordinary session of the Council of the Collective Security Treaty Organization took place in Moscow
The extraordinary session of the Council of the Collective Security Treaty Organization (CSTO) took place today in Moscow. The session was chaired by Serzh Sargsyan, President of Armenia, which is currently presiding at the Organization.
The negotiations of the CSTO Heads of State were continued in the extended format with the participation of the Secretaries of the National Security Council, Ministers of Foreign Affairs and Ministers of Defense.
According to the agreements reached at the unofficial CSTO summit in Kazakhstan’s Borovoy location last December, during this Moscow meeting the Heads of State discussed and signed a decision on the establishment of the CSTO rapid response force. Introducing the adopted decision, the President of Armenia Serzh Sargsyan described it as an important step “aimed at the strengthening of the military component of the Organization.” Adoption of the decision is conditioned by the necessity to reinforce collective security of the member states, to enhance its potential, as well as the necessity to collectively resist a possible military aggression and other challenges. The Secretary General of the CSTO and General Staff of the Organization were directed to develop in a three-month period and present to the CSTO’s lawmaking bodies the package of the necessary legal documents stemming from the decision on the establishment of the rapid response force. According to the signed agreement, the decision on the deployment of the CSTO rapid response force is adopted by consensus by the Council of the Organization. Another provision specifies that troops provided by the member states for the participation in the rapid response force, before assuming a collective mission remain under the exclusive jurisdiction of their states, at the places of their permanent deployment.
The location and timing of the next session of the Organization has also been decided during this extraordinary session – the meeting will take place in June, 2009 in Moscow. At the meeting adopted was also the 2009 budget of the Organization.
At the extraordinary session of the CSTO Nikolay Bordjuzha was reconfirmed as Secretary General of the Organization. After the working dinner, which took place after the session, the Heads of State participated at the extraordinary session of the Interstate Council of EvrAsEc and discussed issues related to the establishment of a common anti-crisis fund and a center of high technologies.
